Shaheed Benazir Bhutto University Approves FY 2026–27 Budget, Achieves Rs. 191.388 Million in Savings Through Sound Financial Management.

Nawabshah ( Press Release) The Finance and Planning Committee of Shaheed Benazir Bhutto University (SBBU), Shaheed Benazirabad, has approved the University’s budget for the fiscal year 2026–27, highlighting strong financial governance, increased institutional revenue, and prudent expenditure management that resulted in savings of Rs. 191.388 million during the previous fiscal year.

The decision was made during the Committee’s 20th meeting, chaired by Vice Chancellor Professor Dr. Madad Ali Shah, and attended by the Deans of various faculties, representatives of the Higher Education Commission (HEC) Pakistan, the Sindh Higher Education Commission (SHEC), and senior university administrators.

Presenting the financial overview, Director Finance Mr. Ashfaq Hussain Sheikh outlined the proposed budget for FY 2026–27, the revised financial performance for FY 2025–26, employee relief measures, pension reforms, and the University’s investment portfolio.

The Committee was informed that the University maintained strict financial discipline throughout FY 2025–26. Against an approved Main Campus budget of Rs. 1.170 billion, actual expenditure amounted to Rs. 978.612 million, generating savings of Rs. 191.388 million, representing more than 16 percent of the approved budget.

According to the financial report, these savings were achieved through effective expenditure controls, the elimination of non-essential spending, and the temporary deferment of lower-priority projects, while ensuring that the quality of academic, research, and administrative services across all three campuses remained fully intact.

The University also exceeded its revenue projections. The Main Campus generated Rs. 1.205 billion in revenue against an estimated Rs. 1.176 billion, surpassing the target by Rs. 28.381 million. In addition, the University’s investment portfolio generated Rs. 182.658 million during FY 2025–26, providing additional resources to support academic programmes, student scholarships, institutional operations, and future development initiatives.

The Committee approved the proposed FY 2026–27 budget and recommended its submission to the University’s Syndicate for final approval.

Under the approved financial plan, the Main Campus has been allocated a budget of Rs. 1.305 billion, supported by projected revenue of Rs. 1.385 billion. The Naushahro Feroze Campus has been allocated Rs. 161.85 million, with projected revenue of Rs. 159.87 million, while the Sanghar Campus has been allocated Rs. 145.40 million, against projected revenue of Rs. 132.30 million.

The Committee noted that the Main Campus budget reflects an 11.5 percent increase over the revised budget for the previous fiscal year. The additional allocation is intended to support new faculty and staff appointments, implement salary and allowance adjustments announced by the Government of Sindh, and accelerate investment in institutional development projects.

In line with the Government of Sindh’s fiscal policy, the Committee also approved a 7 percent Adhoc Relief Allowance for employees in Basic Pay Scale (BPS) 01–22, effective 1 July 2026, along with a 7 percent increase in the net pension of retired employees.

Speaking on the occasion, Vice Chancellor Professor Dr. Madad Ali Shah praised the University’s Finance Team for its professional stewardship of institutional resources.

He reaffirmed the University’s commitment to expanding access to quality higher education and creating greater educational opportunities for students across Shaheed Benazirabad, Sanghar, Naushahro Feroze, and Dadu districts.
