Board of Revenue Sindh Signs Landmark Agreement with Sukkur IBA University to Launch Blockchain-Based Digital Land Records System

Karachi, December 01, 2025: Sukkur IBA University, in collaboration with the Board of Revenue Sindh, has taken a major stride toward transforming land administration across the province. A formal Service Level Agreement (SLA) was signed today, marking the launch of a paperless, faceless, and blockchain-based e-Transfer of Title Systemโ€”transitioning Sindh from traditional manual processes to a secure and modern digital land records ecosystem.

Prof. Dr. Asif Ahmed Shaikh, Vice Chancellor, Sukkur IBA University, termed the partnership a historic milestone and stated, โ€œThis initiative reflects our unwavering commitment to leveraging technology for public good. By building a transparent, secure, and citizen-centric digital platform, Sukkur IBA University is honoured to support the Government of Sindh in advancing efficient and trustworthy land governance for the people of the province.โ€

Under the Provincial Governmentโ€™s directive, Sukkur IBA University will serve as the technology partner for the end-to-end development of the digital land records system, including platform creation, secure integrations and ongoing technical support, introducing authenticated digital Record of Rights, online sale and transfer services, NADRA-based biometric verification, e-payment of government dues, GIS-based land mapping and complete digital workflows. Powered by blockchain, the system will offer a tamper-proof environment enabling citizens to upload documents, verify identity, make online payments and obtain digitally verified property titles with full traceability.

The pilot phase is nearing completion in District Matiari and District Sukkur, where data digitisation is almost finalized, and the Provincial Government aims to expand this digital transformation to all districts of Sindh within the next three years, supported by Peoples Service Centres established in each district for user assistance and digital access.
Speaking on the occasion, the leadership of the Board of Revenue Sindh described the initiative as a โ€œflagship reform that will redefine land governance, eliminate manual bottlenecks, and minimise opportunities for manipulation.โ€ Once implemented, citizens will receive secure digital property cards embedded with SIM technology, allowing them to access verified land information through a protected, web-based interface.
Sukkur IBA University reaffirmed its commitment to supporting the Government of Sindh in this pioneering reform, aligning the initiative with global standards of transparency and digital service delivery. This collaboration sets a new benchmark in digital governance, modernising land records across Sindh and empowering citizens through technology-driven innovation.
