Granting constitutional protection to LG system pressing need of time: PA Speaker

Punjab Assembly Speaker Malik Muhammad Ahmad Khan has paid rich tributes to founder Editor in Chief Pakistan Observer, late Zahid Malik (SI). He said that Zahid Malik was a patriotic Pakistani who was concerned about Pakistan’s security and solidarity throughout his life.

He expressed these views during a meeting with Faisal Zahid Malik, Chairman and Editor-in-Chief Pakistan Observer in former’s office. Mr. Speaker said that Zahid Malik was not only a seasoned journalist but also served in many fields like education, health, public service, religion and literature. The speaker said that Pakistan Observer’s management is good pay master.

To a question, Malik Ahmed khan emphasized that granting permanence and constitutional protection to the local government system is a pressing need of the time.

Talking to Faisal Zahid Malik, Chairman and Editor-in-Chief of Pakistan Observer, Malik Muhammad Ahmad Khan said the resolution recently passed unanimously by the Punjab Assembly—seeking an amendment to Article 140-A—aims to devolve powers to the grassroots level and strengthen the democratic process in its true spirit.

Both the dignitaries discussed the 27th Constitutional Amendment and other national issues during the meeting.

The PA Speaker pointed out that while local government systems across the world operate under constitutional safeguards, every new government in Pakistan has reshaped the local governance structure, disrupting democratic continuity.

Without constitutional protection, he warned, the trust between the state and its citizens weakens. Everyday issues—such as sanitation, water supply, roads, graveyards, and essential municipal services—must be resolved where they originate. Strengthening the social contract is only possible when citizens know their problems will be addressed at their doorstep, he added.

Malik Muhammad Ahmad Khan further stated that the Supreme Court had already recognized local governments as a fundamental component of democracy, while the Election Commission had recommended amendments to Article 140-A back in 2022.

For the 27th Constitutional Amendment, he stressed, political parties must unite on one platform, and if needed, an All Parties Conference should be convened.

Expressing deep concern over human smuggling, he said the trend of young people attempting to go abroad through illegal means has become a tragic national crisis and requires an effective federal policy to address it.

Mr. Faisal Zahid Malik appreciated Punjab Chief Minister Maryam Nawaz Sharif’s ongoing campaign to eliminate smog, noting that consistent policies can help improve the environmental situation in Lahore and across Punjab.

Malik Muhammad Ahmad Khan said Zahid Malik was a true nationalist and patriotic individual whose services would be remembered for years to come.

Speaking on the occasion, Faisal Zahid Malik lauded Malik Muhammad Ahmad Khan for his role in efficiently running the affairs of the Assembly, handling parliamentary business, and for the overall performance of the Punjab government during challenging times. He praised the Speaker for showing maturity and carrying such a crucial responsibility with humility.

Later, Malik Muhammad Ahmad Khan presented a souvenir to Faisal Zahid Malik.
